Purpose: The primary purpose of the Bayfield County parcel ownership mapping initiative is to graphically display the ownership of all real property in the county. These maps are used for a variety of purposes for which accurate depiction of land parcel boundaries are desirable. The primary use is in the County Real Property Lister Department to assist in maintaining the real estate assessment and taxation database, and in determining approximate ownership boundaries and acreages; and tax parcel numbers. The map is also used to assist in identifying parcel boundary conflicts (gaps and overlaps) and in identifying parcels that are not listed in the database.
The County Land Records Department uses the map to assist in answering questions from the public about land ownership, and as a parcel data layer overlay for a variety of mapping and GIS products and services.
Other County departments such as Zoning, Forestry, and Register of Deeds are regular users of the map data.
Private users include land surveyors, assessors, real estate agents, and engineers. Data_Quality_Information: Attribute_Accuracy: Attribute_Accuracy_Report: An independent accuracy check was not performed. Accuracy is checked by the County Real Property Lister Department and Land Records Department as part of their routine operation. The County's mapping contractor makes corrections and randomly checks accuracy as part of the scheduled maintenance and update process. The parcel boundary layer purposely contains inaccuracies due to the sometimes inaccurate nature of the source documentation. These inaccuracies are addressed as time and budgets permit. The parcel GIS data layers are separately maintained and corrected to produce a correct and seamless county-wide parcel data layer.
In all cases, the best available data was utilized. Surveyed section data supplanted the digitized section data where available. Logical_Consistency_Report: The GIS parcel polygon layer is topologically structured polygon data (Autodesk Map Mpolygon objects), with parcel identification numbers (PIN) within each parcel. Completeness_Report: To the best knowledge of Bayfield County, these maps represent all parcels in Bayfield County. Positional_Accuracy: Horizontal_Positional_Accuracy: Horizontal_Positional_Accuracy_Report: These maps are based on PLSS Section Lines which were digitized from USGS 7.5 minute Topographic Maps at 1:24000 scale. Section lines, roads and hydrography were digitized from USGS 7.5 minute series topographic maps. Civil Divisions mapped earlier during the mapping project were board digitized from paper maps. Civil Divisions mapped later were "heads-up" digitized from scanned DRG images.
Survey maps, Subdivisions, highway plats, etc. were drawn in discrete digital files using coordinate geometry and then inserted and fit to the base map. The fitting of each of these survey maps is described in accompanying text documents that may be obtained from the Point of Contact.
Forty lines were constructed using standard section breakdown techniques, supplemented by data from the original government surveys to depict fractional forties on the west and north boundaries of each PLSS Township
Using the Real Estate Assessment and Taxation database, parcel boundaries were drawn. When the description in the database was insufficient to map the parcel, deeds were obtained and the parcel boundaries mapped from the deed description. Metes and bounds descriptions were drawn using coordinate geometry.
Parcel identification number, legal description or deed reference, and acreage were annotated on the map for each parcel in the form of attributed AutoCAD block objects. Parcel identification numbers were extracted from the parcel ID blocks and placed as plain text on a GIS PIN layer (GIS_Par_Ident). Many PIN's created in the initial mapping are shown outside the parcel boundaries for readability on the hard copy output. In these cases the GIS PIN number was moved inside the parcel and scaled and/or rotated to fit within the parcel boundary.
A polygon topology was created in Autodesk Map using the GIS parcel boundaries as link objects and the GIS PIN numbers as centroids objects.
GIS PIN numbers were linked to the most recent Tax Assessment Database and to an internal Object Data Table containing the parcel ID number.
A GIS Polygon layer (GIS_Par_Poly) was created from the polygon topology, using Mpolygon objects, with links to the Tax Assessment database via the PIN. >From the data on this layer, ESRI compatible ArcInfo Coverage, Shape and Export (E00) digital files can be readily produced.
